Preserve source scope in company filters

Status: proposed, 2026-09-09; review with the company filter expansion specification.

Requests #650–#654 introduce comparisons, role availability, building links, and observed web classifications. The proposed rule is that a filter matches an evidenced statement within its declared source scope. An audit-firm fact in a filing does not become a current appointment; a registered address does not become property ownership; a negative page inspection does not become proof of site-wide absence. Unknown or conflicting evidence remains distinct from false and zero.

The alternative is a single unqualified company value for each UI label. That would be simpler to display, but it would discard distinctions needed to explain matches and correct source errors. The proposal therefore retains the source facts and their history, and publishes versioned, scoped filter values. It extends ADR-0014's source separation and ADR-0019's shared contract discipline. It does not amend ADR-0015's contact retention or approve new source access. The specification names the decision tasks that must resolve those boundaries before the affected implementation starts.
